"The sector is generally not regulated, and the influx of sub-standard products in the market has characterized the sector. Poor workmanship has given rise to the notion that solar energy use is not good," explained Eng. Man’arai Ndovorwi, ZERA's senior engineer-electricity, during a recent stakeholder engagement in Bulawayo.

This lack of oversight has necessitated the development of stringent regulations to restore order and ensure the high-quality production and installation of solar energy systems.

The Proposed Regulations

The new “Energy (Solar Products and Installation) Regulations” are designed to address the myriad issues plaguing the solar energy sector. Here are some key aspects of these regulations:

Quality Standards

One of the primary objectives of the regulations is to ensure that all solar products conform to Zimbabwean standards and International Electrochemical Commission (IEC) standards. This will involve rigorous testing and certification processes to guarantee that only high-quality products enter the market.

Qualified Installations

To combat the issue of unqualified installers, the regulations mandate that all solar and electrical installations must be performed by qualified professionals. This includes mandatory electrical inspections carried out by certified personnel to ensure that installations meet safety and performance standards. Additionally, there will be a requirement for mandatory training of 40 hours, including both theory and practical sessions, to enhance the skills of installers.

Public Safety

Public safety is a critical component of the new regulations. ZERA is updating guidelines to ensure safety during electricity generation, transmission, and distribution. This includes reviewing and amending the Electricity (Public Safety) Regulations to cover aspects such as house wiring qualifications, cables, and split metering.

Monitoring and Enforcement

Effective monitoring of the solar energy sector is crucial for the success of these regulations. ZERA will enhance inspection efforts to ensure that only qualified individuals are involved in the installation of solar energy systems. This will help in maintaining the integrity of the sector and protecting consumers from sub-standard products and services.

During the Bulawayo stakeholder engagement, participants urged ZERA to expedite the implementation of the regulations, highlighting the urgent need to address the influx of sub-standard products and unqualified installers. Aligning with National and Global Objectives

The new regulations are part of a broader strategy to align Zimbabwe's energy sector with national and global objectives. The Renewable Energy Policy, for instance, aims to achieve an installed renewable energy capacity of 1,100 MW (excluding large hydro) or 16.5% of total electricity supply by 2025, and 2,100 MW or 26.5% by 2030.

ZERA's vision of promoting universal access to sustainable energy by 2030 is closely tied to the United Nations Sustainable Energy for All (SE4ALL) initiative. This global initiative seeks to increase access to modern energy by 2030, and Zimbabwe's efforts in the solar energy sector are a significant step towards achieving this goal.
